Cured concrete is porous, so any moisture that seeps into it can get trapped within its pores. Once that happens, any number of problems can arise. Temperature fluctuations can cause the moisture to expand and crack or shatter the concrete. If the moisture reaches the iron rebar supports within the concrete, it can cause them to rust.
